I put the texture pack in the folder dolphin-mmj/Load/Textures/GZE01 on my phone and the textures never loaded. Doing the same thing with other texture packs works perfectly fine and will load.
I also read on Reddit that .dds textures won't load on Android. Other working texture packs for other games I use make use of .png textures and they load just fine. However, on the changelog for version 1.1.0 it says "Full Android Support on Dolphin MMJR!" so I'm not sure what I'm doing wrong here.
