every program i have that detects viruses is preventing me from using the .exe to the point that itll automatically quarantine it for being a severe threat. whats up with that exactly?

Hi! This is a false positive in Windows 10 as a result of the icon of the exe being modified after it had been compiled (hence Windows thinking it's a file edited with malicious code). I can assure you the file is completely safe, but if you want to be completely sure you can simply install the texture pack in your regular installation of Dolphin if you please. I have fixed this error in the latest version of the texture pack, 1.0.3, which was released to Patrons yesterday. I apologize for the confusion!
