None of the 4k texture packs will download

I`ve tried downloading several of the 4k texture packs on both Chrome and Edge but after a few minutes it says ``Failed - Network Error``. And when I try to resume it then says ``Failed - Forbidden``. I can`t figure out what`s stopping me.
